A testator is a person with testamentary capacity and testamentary intent who has made and validly executed a will

Testamentary capacity is a very low standard, in fact it is often one of the lowest in the law. Because the law of wills is a state-level issue, the definition of testamentary intent varies from jurisdiction to jurisdiction.

Arizona law requires only that a testator be:

A person who is eighteen years of age or older and who is of sound mind may make a will.

ARS § 14-2501.
